What kind of package? Do you want transportation and hotel room? What kind of tours? Charlevoix tends to book early for the end of July because of the Venetian Festival (third week of July) and the best weather in the summer (IMHO) during the last week of July.
It seems that you are looking for a very specific type of all-inclusive package. I suggest you contact a travel agent. With the size of your group, you may be able to charter a bus and have a travel agent put the rest together.
Other than that, I am not aware of the specific tour packages that are available to Charlevoix. Moms
